In this issue of the e-tone,
CBH members will find the "Implementation Plan: Israel and Congregation Bet Haverim Programming." This policy was adopted at the
January
Board meeting, after considering feedback from those who attended the fifth discussion forum held in December. The adoption of this policy
comes at the conclusion of a long, taxing and constructive process involving many members of this congregation who have struggled with these
issues
for nearly four years. It is a tribute to our members' dedication to this community that so many have worked over the past year in the
process
that resulted in this new policy. The Board hopes that all CBH members will continue to work together as we go forward with the
implementation
of this policy.
Thank you to every person who has worked on and
participated in these discussions and activities, with the hope of shalom for our
community.
L'shalom,
Esther
Implementation
Plan:
Israel and Congregation Bet Haverim Programming
Adopted by Board on January 10, 2008
The Israel and Congregation Bet Haverim Programming Policy shall be implemented by
a Program Committee of 6 congregants, approved by the Board for a term of 1 year. Terms shall be staggered in that first year 3 people will serve
18
months and the rest one year and thereafter all terms will be one year but there will be change in composition of committee every six
months.
Which programs will be reviewed?
- All Congregation Bet Haverim programs will be
reviewed.
-
The sponsoring
committee, group or individual is responsible to carry out the initial research on their proposal with due
diligence.
-
It is the intention of
the Board that CBH continue to participate actively in religious, spiritual or ceremonial events of the local inter-faith
community.
-
Definition
of programming does not include informal discussion among congregants without participation of outside speakers nor does it include
religious
school, preschool, youth programs or religious services.
What is the Program Committee's composition and purpose?
- The Board
is delegating the responsibility to review and approve CBH programming to the Program Committee.
-
Decisions will be based upon the "Israel and
Congregation Bet Haverim Programming" policy.
-
There will be a committee of 6 congregants approved by the Board to make these decisions.
-
The committee will be composed of congregants whose views reflect the diversity of opinion within the
congregation.
-
The committee will
not include any members of the Board.
-
The Board will appoint a Nominating Committee composed of three congregants who will recommend
Program Committee members for Board approval.
-
The Program Committee will meet no less than quarterly, and as often as deemed necessary.
-
The Program Committee will set and publicize proposal deadlines to ensure that program proposals are submitted with adequate time for
review.
-
The Committee should approach its task in a spirit of good faith.
-
The Program Committee should strive to reach approval by consensus, rather
than by majority decision.
-
The Program Committee shall report to the Board on a quarterly basis a summary of their decisions regarding
proposals that required specific review.
-
The Program Committee shall notify the Board if concerns arise regarding implementation of the
"Israel and Congregation Bet Haverim Programming" policy.
What is the process?
- The Board holds an expectation that
committees and groups proposing programming are knowledgeable of relevant CBH program policies (the committee can determine whether or not they
wish
to hold training or carry out other means of ensuring adequate awareness of relevant policies and procedures).
- In circumstances where
advance notice of a speaker's availability cannot be reasonably obtained, the committee should make every effort to expedite its
review.
-
It is
the Board's expectation that the program committee respond to requests within 30 days of receipt of Program Proposal Form.
-
CBH
committee or group proposing the program will complete a "Program Proposal Form," including:
-
Name of Group
proposing the program and specific Contact Person for the event
-
Proposed date, time and facilities needed
-
Title and basic content of the
event
-
Program Consideration Criteria
-
Does the event occur at CBH or elsewhere?
-
Does the program involve a solitary speaker or
multiple speakers in a panel, debate or discussion?
-
Is the program sponsored solely by CBH or is it part of an event sponsored by multiple
organizations?
-
Is the subject directly related to Israel, have ramifications related to Israel, or not related to Israel?
-
Is the speaker in
the program, their organizational affiliation or one of the other organizations sponsoring the program prominently identified as one that does
not
accept the existence of Israel?
- How did the program organizer research
the speaker?
-
III. Appropriate sources of information for evaluating
the above criteria will be determined by members of the Program Committee.
-
IV. Program Consideration Criteria
- Does the committee or group proposing the
program believe that there is a reason why this program would raise
concerns under the Program Implementation Policy?
- If so,
-
Provide whatever additional information
would be helpful to assist the Program Committee in evaluating your proposal.
-
Was another topic or speaker considered?
-
Were other
formats or decisions considered to alleviate these concerns?
-
The form is submitted to the Executive Director for tentative scheduling purposes
only and a designated member of the Program Committee.
- If the Program Committee
determines that the proposed program does not present a conflict with Program Policy, the program will be moved forward for scheduling by the
Executive Director and staff.
- If the proposed program does
potentially
present a conflict with Program Policy, the Program Committee will review the proposal and make a decision:
- Approve the proposed program as
is
- Request additional
information
- Suggest modifications or
alternatives
- Deny the
proposed program as it was submitted
- The Program Committee
should not limit themselves to approving or denying proposals, but should try to work with sponsors to create acceptable programs.
-
Decisions to approve a
program must be made by at least a majority of four committee members.
Process for Additional Review
- a. The Program
Committee's decisions will be presumed to be final, unless at least four current Board members request that a decision by the Committee be
reviewed
as an agenda item.
-
b. The Board will not review the program request, but rather will review the basis by which the Program Committee reached
its conclusion.
-
c. If the Board determines that the Program Committee's decision was in error, the Board will substitute its own
judgment.

Israel@60 continues to intertwine
with our curriculum on Sunday mornings. During January we introduced Hebrew as the official language in Israel. Hebrew is the
spoken language in schools, universities and work places, calendars, sport games, stores, movies, newspapers, TV and just everywhere we speak and
use
the English language here. We learned the song "Shalom Ivrit" (hello Hebrew) during the morning service, watched a DVD of Moses bringing
down the Torah from Mt. Sinai - told in Hebrew - and wrote the Hebrew word Shalom on door hangers we'll take
to our rooms.
Oh Jonah! Is a whale of a tale! Is a story about us! Eight of our students participate in Oh Jonah, learning, experiencing and
having fun with the story and the Jewish values it depicts. Yshar Koach!
Rehearsals during February will take place at DUMC and at our site according to the following schedule:
Sundays, February 3rd and 10th at DUMC 12:30-2:00 p.m.
Wednesday, February 20th Dress Rehearsal @ DUMC 2:00 - 3:30 p.m.
Wednesday, February 27th Dress Rehearsal @ CBH 2:00 - 3:30 p.m.
Performances: Sunday, March 2nd, 9:30 a.m. at CBH
Sunday, March 9th 8:30a.m. & 11:00 a.m. at
DUMC

Roger
Kunkel. Gabriel joined our 3rd grade class. Eliana and twin sisters Chana and Rachel, daughters of Beth and Howard
Ellenberger, joined our 5th and 2nd grades respectively. I hope the children are feeling at home on our
beautiful grounds and are finding camaraderie and the 'Joy of Judaism' in their classrooms.

Keshet News
By the time I'm writing this note, two
"fixers" of the world will have shared their experiences with our eight and ninth graders. Sarah Jaffe, our first presenter, is a
graduate of our religious school program and a past Sunday school teacher. Sarah shared her year of teaching English to a small group of children
of
various grade levels in a small community of 100 people settling in a rural area in Costa Rica. To her dismay, she discovered that these children
never read a book for fun and that lending library did not exist there. With help from friends, Sarah started a library that continues to grow and
enrich these young lives. Sarah also opened a window for us into an organization she works for today called "Room to Read" which builds
libraries and supports local authors in many places in the third world.
Our second presenters were Yonah and his
father Matt Biers-Ariel. While in 7th grade, Yonah was a student in our Sunday school and Hebrew school. Their family of four biked
from
San Francisco to Washington DC delivering a petition that called the US government to invest more in minimizing global warming.
I believe that giving our students
opportunities to meet and learn from people their age, or those who somehow live life that are very similar to theirs, bring them closer to the
"I can do it too" mode. They see that the world is filled with brokenness, but that each one of us can be a "fixer" and
can find a cause that fills them the passion to "fix".
Jordan Shickman's Bar
Mitzvah
February 16th,
2008
My name is Jordan Shickman and I am
becoming a Bar Mitzvah on February 16th, 2008. I am a 7th grader at Harper Junior High School and I love
to
play trumpet and basketball. For my mitzvah project I have decided to collect new and gently worn shoes for an organization
called
Soles4Souls who then will distribute them to people around the world in need of shoes, sometimes their first pair of shoes ever.
I
am also collecting donations to help with the shipping of the shoes, $1 per pair. Flyers with more information about Soles4Souls will be available
at
CBH. I will also have a collection box in the CBH office and outside the sanctuary lobby on Sunday mornings.
Please come join me at my Bar Mitzvah and bring a pair of shoes!

From the January Board
Meeting:
Most importantly, First Northern Bank, which holds our
mortgage, has worked with us to have new terms of the current loan rather than to write a full refinance. This will sa ve us fees in addition to providing a lower interest rate and lower monthly payments. Many thanks to the
Mortgage Committee for their hours of work!
Upon recommendation, the Board approved funding for a part-time bookkeeper thru
the end of
the 07-08 fiscal year.
A candidate for the part-time cantor/rabbi position will be
coming to Bet Haverim this spring so that congregants can provide input to the Selection Committee. Watch for further
information.
Remember to save the date for the Gala Fundraiser on April
13! Both members and non-members are welcome.
The Board is asking 3 congregants to serve on a nominating
committee for the new Program Committee, per Program Implementation Policy coming from the Forums. We hope to have this
committee
in place in February.
April 30th is the Community Yom Hashoah celebration, at
Mosaic Law in Sacramento. Our congregant, Alex Groth, will be a speaker this year CBH will host the event and
Board member Wendy Breckon will be asking for people to serve as ushers and helpers.

IMAGES OF ZIONISM: STORIES BEHIND THE FLAG AND EMBLEM OF ISRAEL
SUNDAY, FEBRUARY 24, 3 p.m. - 5 p.m., CBH Social
Hall
A presentation by Shahar Marnin-Distelfeld, PhD candidate at
the University of Haifa, Israel.
This presentation will focus on the interesting processes
that were involved in choosing the flag and the emblem of the state of Israel in 1948-1949, including the alternatives that were being offered and
the
iconography of the images involved.
Ms. Marnin-Distelfeld will be teaching a course at UC Davis in the
spring quarter on Zionist visual culture.
Co-sponsored by the Israel Matters Committee.
Watercolors and Poetry in Two
Voices
Sunday, March 2, 3 - 5 p.m., CBH Social
Hall
A presentation of cutting edge watercolor paintings by Joseph
Finkleman and two-voice poetry written and performed by Joseph and Susan Finkleman.
In his series Stories from the Bible That Have Never Been
Told, Joseph explores the boundaries between form and not form, using the rich content of the Torah, the Talmud, the Zohar and the
Midrash.. In their two-voice poetry, Joseph and Susan explore truth from a variety of paradigms while taking that special form
of
conversation between familiars to a new level. It's poetry, it's drama, it's improvisation with the spoken word, it's
unique.
Plans for a follow-up poetry workshop will be
discussed.

ISRAEL@60. This year
Israel celebrates the 60th anniversary of its creation as an independent nation. CBH is planning a special series of
events to honor and learn from the historic occasion. At the center of our celebration will be a concentrated weekend of
programs
on May 2-4, including our Yom Ha-Atzmaut festivities. The weekend will feature a visiting educator from Melitz, an independent,
nonprofit organization in Israel that fosters strong connections between Israel and Jews in the U.S. and elsewhere.
The May 2-4 events will complement
other
Israel programs scheduled in the spring for Davis and the Sacramento area--including school and other activities in CBH, Hillel events, and the
Jewish Federation's annual Salute to Israel at the Capital in Sacramento on Sunday, May 11.
Monthly through the May e-tone, we will
update CBH members about upcoming @60 programs including further details about the special weekend.
Here are two events planned
for February:
Feb 18, Monday, 7 p.m., UC
Davis (room to
be announced)

Israel Program by Khaled Abu Toameh, an
