Franklin Tomorrow Civics 101 Lecture Monday 8/20
Franklin Tomorrow will host a "Franklin Civics 101" lecture, Monday, August 20, at 6:30pm at City Hall to give citizens a glimpse into the workings of Franklin city government and the duties and responsibilities of the people who operate it.  The lecture is free-of-charge and open to the public as part of Franklin Tomorrow's New Growth, Deep Roots Lecture Series. Doug Berry, former City Attorney, will discuss Franklin's form of government in relation to types used by other cities in Tennessee. Former Franklin Alderman and current Williamson County Commissioner Steve Smith will offer information on the structure and operation of Franklin city government, describing the role and responsibilities of the elected mayor and aldermen. He will also explain the process of an aldermanic meeting and when citizen input is allowed and requested. Franklin Finance Director Russ Truell will talk about how city government is funded and what the sources of its money are, as well as a brief description of the city's demographics. Franklin City Administrator Jay Johnson will describe the services offered by the city to its residents. Volunteers will be on hand to register attendees to vote. Franklin voters will head to the polls on October 23 to elect a mayor and four at-large aldermen.

1. Approved ordinance to rezone 161.81 acres from PR3.1 to PR2.21 and approve the concept plan for Heritage Church of Christ and additional single family homes located at Lewisburg Pike and Dallas Boulevard.

2. Approved ordinance to rezone 51.09 acres from General Office to Planned Residential PR5.34 and approve the concept plan for Creekstone Commons located at Creekstone Boulevard and South Royal Oaks Boulevard.

3. Approved ordinance to rezone 48.90 acres from Light Industrial and General Commercial to Planned Commercial PC4.0 and approve the concept plan for Through the Green located on Columbia Avenue at Southeast Parkway.

4. Approved plan of service, annexation and zoning for 7.16 acres known as the Horvath Property on Clovercroft Road.

5. Approved plan of service, annexation and zoning for 22.29 acres located on the north side of South Carothers Road, east of Falcon Creek Subdivision.

6. Approved plan of service, annexation and zoning for 11.49 acres known as the Craig Development located on Clovercroft Road.

7. Approved ordinance to regulate conduct in city parking lots and garages.

8. Approved ordinance proposing a 4-way stop at the intersection of 2nd Avenue South and Church Street.

9. Approved ordinance to reduce the speed limit on part of Liberty Pike from 40 to 30 MPH.

10. Approved resolution to encourage all access agreements consistent with the Bicycle and Pedestrian Plan Update of the Major Thoroughfare Plan.

11. Approved revised personnel rules regarding grievance appeals.

12. Approved professional services agreement for the Eastern Flank Battlefield Park.

Rezonings and Rezonings/Concept Plans

1. Rezone 7.13 acres from Planned Commercial to Planned Office and approve the concept plan for Carothers Professional Center, located south of Liberty Pike between Edward Curd Land and Carothers Road. Staff recommends approval with conditions.

Site Plans, Conservation Design Plans, Preliminary Plats and Final Plats

1. City of Franklin Goose Creek Water Tank site plan, a 2.0 MG water storage tank on 1.12 acres located at 4315 Long Lane.

2. Longview subdivision, final plat, 9 lots on 17.93 acres located west of Columbia Avenue along Longview Circle. This is section 1 of the former Werthan Property. Staff recommends approval on consent.

3. Reunion PUD subdivision, site plan, section 1, 34 dwelling units on 20.40 acres located on Clovercroft Road. Staff recommends postponement.

4. Through the Green subdivision, site plan revision 1, Chick-Fil-A restaurant located at 1105 Shadow Green Drive. Staff recommends postponement.

5. Addition of 2733 square feet to the historic house located at 138 Third Avenue North. Staff recommends approval on consent.

6. The Woodlands subdivision, site plan revision 9, 75 multii-family dwelling units on 5.18 acres located at 780 Oak Meadow Drive. Staff recommends postponement.
