Transportation from Monday, 1/7
1. Recommended performance agreement with the Franklin Realty Investors
Partnership for traffic signalization for the Spring Creek Center
Development.
2.
Recommended amendment to professional services agreement for the design
of the northwest segment of Mack Hatcher Parkway. TDOT has approved an
additional 4000 feet from Highway 96 West going south, very good news.
3. Recommended utility installation agreement for Carothers Parkway, Phase II, with Mallory
Valley Utility District.
4.
Postponed to February 4 the realignment agreement with South Carothers
Partners LLC for payment of costs for the design and construction of
the relocation of South Carothers Parkway on the Lockwood Property.
5.
Recommended professional services agreement for construction
administration and preparation of right-of-way and easement documents
for McEwen Drive from Jordan Road to Cool Springs Boulevard.
6. Recommended change order for the Del Rio Pike improvement project.
7. Recommended proposed alley parking regulations.
8.
Recommended modifications at the intersections of Mack Hatcher Parkway
at Liberty Pike and Liberty Pike at Jordan Road and Bratton Place.
9. Recommended amendment to professional services agreement for the Liberty Creek stormwater
conveyance improvement project.
10. Transportation Summit will be held January 25 from 8:00am - noon in the city hall
boardroom.
11. Columbia Avenue TPR public hearing will be held January 23 at 5:00pm in the city hall
boardroom.
BOMA for Tuesday 1/15
The
Board of Mayor and Aldermen will receive a report on the applicants for
the Third Ward Alderman vacancy from the City Administrator. Agenda
items of interest include the following:
Old Business
1. Public hearing on zoning of the McEwen Drive Eastern Extension, 50.69 acres to Estate
Residential (ER).
2. Public hearing on zoning and the concept plan for Rizer Point located on Del Rio
Pike.
3. Public hearing to increase the water installation, water access and water development
fees.
4. Public hearing to increase the sewer installation, sewer access and sewer system
development fees.
5. Consideration of the bid award for the Franklin Police Department Headquarters
Building.
New Business
1. Plan of service, annexation and zoning for 9.35 acres (Chester Stephens Estates) on
Murfreesboro Road.
2.
Consideration of performance agreement with Franklin Realty Investors

Special Census
The
2008 Special Census cards have been mailed to every residential address
within the City of Franklin. This will be the third and final
special census that the City may conduct in this decade (2000-2010).
The last special census was conducted in 2006 with a population of
49,412. The Planning department estimates a population today of
approximately 59,000. An accurate population count is critical for
planning of many City services, Federal funding, and State shared
revenues. In the 2007-2008 budget, State shared revenues are $111 per
person, so the City stands to gain over $1 million annually if every
resident is counted. Residents are asked to complete and return the
card in the postage-paid envelope prior to January 18th. You can also

Committee Meetings Now Televised
Beginning
this month all Board of Aldermen Committee meetings will be aired live
on Comcast Cable Channel 10. This will include the four standing
committees (Transportation; Public Safety and Recreation; Finance and
Administration; and Utilities) as well as the Agenda Review and any
work sessions. Board of Mayor and Aldermen meetings will continue to be
