Transportation from Monday
The regularly scheduled Transportation Advisory Committee was unable to
transact any business on Monday due to the lack of a quorum. Neither
Alderman McLendon nor Alderman Lewis was in attendance. The following
items were therefore not discussed.
1. Consideration of construction engineering inspection services for
Carothers-Nissan and Royal Oaks @ Highway 96 intersection projects.
2. Consideration of professional services agreement for McEwen Drive improvements from Jordan
Road to Cool Springs Boulevard.
3.
Consideration of extending the 40 MPH speed limit on Highway 96 West to
500 feet west of the entrance to Westhaven and Old Charlotte Pike.
4.
Consideration of engineering design contracts to include streetscape
Segment One (Hillsboro Road and Franklin Road) and Segment Two (Third
Avenue and Fourth Avenue).
5. Consideration of contract for engineering design of the northwest extension of Mack
Hatcher.
6.
Consideration of extending the annual contracts for roadway repairs and
improvements, maintenance and drainage, resurfacing, and curb and
sidewalk repairs for called surety agreements throughout the City.
7. Consideration of professional services agreement for construction administration for Acton
Street improvements.
Enjoy Summer Family Events in the Parks Beginning 6/9
The
Franklin City Parks presents Summer Family Events for the next three
months beginning this weekend. This Sunday evening, June 9, from
6:30-8:00 pm enjoy Rickelton Crow performing live in concert at Aspen
Grove Park. And next Thursday, June 14, from 8:00-10:00 pm will be the
first of six Movies in Pinkerton Park. Movie titles are to be

Update on Liberty Creek
We have received a Consent Order that was signed recently by the
Department of Environment and Conservation and Egyptian Lacquer
(ELMCO). Entering into a Consent Order is a routine step in a
situation like this one where the responsible party has assumed
responsibility for the clean up and is responding to remediate the
site. TDEC often issues Director's or Commissioner's Orders to compel
compliance by responsible parties when we do not have a party like
ELMCO that is determined by the department to be responding
appropriately. Since the recipient of an enforcement action has the
right to due process, in those situations the recipient has the right
to appeal the Order and then a negotiated settlement must be reached
(resulting in an Agreed Order), or the matter may be heard as a
contested case before the appropriate regulatory board. Since this
situation is different, it has allowed the remediation work to begin
much sooner than might have otherwise been possible.
On May 24, 2007, the Division of Water Pollution Control performed its
monthly sampling of Liberty Creek and the Harpeth River. The most
recent sampling found that the concentrations of the solvents in
Liberty Creek show the situation in terms of water quality remains
stable; however, there is essentially no flow as the creek has nearly
dried up. This lack of flow from Liberty Creek also helps explain
why no solvents were detected downstream in the Harpeth River. This
suggests that the solvents will not have a major effect on the dissolved oxygen levels in the Harpeth River during low summer
flows.
BOMA Agenda for Tuesday 6/12
Before
we begin the regular agenda on Tuesday night, the mayor will provide a
report on committee structure and assignments. I don't know if he
intends to reorganize the eight advisory committees or just discuss the
challenges with the current structure.
Public Hearings on Old Business
1. Ordinance to create the use Veterinary Service and allow this use in PC and NC
districts.
2. Ordinance to rezone 15.78 acres on Columbia Avenue from GC to CC.
3. Ordinance to adopt an annual operating and capital improvements budget for
FY08.
4. Ordinance to establish a property tax rate for FY08.
5. Ordinance to increase the fees for collection of garbage and refuse.
New Business
1. Annexation and zoning of 86.23 acres to ER, know as the north Echo Lane area.
2. Ordinance amending signage regulations by zoning district.
3. Ordinance amending the Municipal Code concerning a personnel board.
4. Resolution to recognize the U.S. Department of Housing and Urban Development national call
for action on affordable housing.
5.
Resolution for Metro Health and Education Facilities bond finance on
behalf of Vanderbilt for certain properties located within the City of
Franklin.
6.
Consideration of site plan for Police Department Headquarters with
recommendations of conditions and modification of standards.
7.
Consideration of some of the transportation items listed above that
will be brought directly to the full board without committee action.
Water/Wastewater
1. Public hearing on consideration of establishing the Highgate Subdivision sanitary sewer
special assessment district.
2. Consideration of purchasing 188.28 acres from Land Trust Corporation.
3.
Consideration of committee recommendation to approve with conditions
the request of the Highlands at Ladd Park in regards to water services.
4. Consideration of committee recommendation to deny sanitary sewer availability to the
Wilson property on Clovercroft Road.
5.
Consideration to approve sanitary sewer availability, contingent upon
annexation, for the north Echo Lane property, 86.23 acres north of
Spencer Creek Road.
