About the LTAP Program

The PennDOT Local Technical Assistance Program (LTAP) has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983.  Services available through LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and information materials, and newsletters.  These services are available to all municipalities in the state and are provided at little or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others (consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

A Reminder - Application Deadline for the 2007 NCAC Community Awards is May 9th

The application deadline for the 2007 NCAC Community Awards is fast approaching. Be sure to get your application in by 4:00p.m. on Wednesday, May 9, 2007.

 

Entries may be submitted by nonprofit organizations, political subdivisions, chambers of commerce, industrial development groups, school districts, colleges or universities, social clubs, business or industry, media organizations and other organizations involved in community improvement within our seven county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and WayneAward recipients do not need to be a 501(c)3 nonprofit organization. 

A first and second place award will be presented for each of the six categories including: Community Development, Arts & Culture, Environmental Action/Animal Welfare, Health & Human Services, Children & Youth and Education.  First place award winners will receive a donation of $200 for their organization and second place award winners will receive a free NCAC membership. All entrants must submit a completed application form, which can be found at www.nepa-alliance.org/ncac.htm, to the NCAC offices, 1151 Oak Street, Pittston by 4:00pm on Wednesday, May 9, 2007.

Workforce Development - The Electronics Industry – Education Partnership 

As part of Governor Rendell’s Job Ready PA initiative, funding has been made available to address employer training needs. A grant was received to develop an Electronics Partnership and your input is critical! Once we hear from you on your training needs, we can progress into the Worker Training phase.  A grant will be submitted to the Department of Labor & Industry for up to $400,000 which will become available to you for advanced trainings.

PA Sourcenet is a system designed to bring buyers together with Pennsylvania suppliers of products and/or services. NEPA is the regional site administrator for this free service within its seven county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne. This system uses information provided by a company representative to ensure accuracy and to maintain qualified and reliable leads. Since its inception in 1995, thousands of Pennsylvania businesses have enrolled in PA Sourcenet and have found new purchasing and sales opportunities. NEPA Assists Matamoras and Milford Boroughs with Joint Refuse Collection Project

The Northeastern Pennsylvania Alliance (NEPA) recently assisted the Boroughs of Matamoras and Milford with grant writing and general technical assistance in securing grant funds through the Shared Municipal Services Program administered by the Department of Community and Economic Development (DCED). Through our local government technical assistance program, NEPA is working with local communities to build capacity and assist them in more effectively providing services to their residents.

 

NEPA helped the two boroughs with reviewing their proposed joint waste management program and with the preparation of a Shared Municipal Services (SMS) Grant application to the DCED.  DCED recently informed the municipalities of a grant award of $50,000 that will significantly reduce their loan obligations in the purchase of a $140,000 garbage packer. The boroughs estimate that their first year’s savings from the conversion of contracted waste hauling to a joint in-house service is nearly $90,000.  Those savings will rise in the next several years based upon the projected escalating costs of their former waste hauling contractor.

 

Communities in our region are increasingly faced with problems that they cannot easily solve on their own.  Without the support from NEPA and the SMS Grant Program, these two boroughs would have had a much more difficult time implementing their joint program. 

 

The Northeastern Pennsylvania Alliance is committed to assisting communities in developing intergovernmental relationships and engaging programs that will reduce their operating costs, improve service delivery and thereby limit the financial burden on their residents.  Milford and Matamoras have tackled a particularly challenging problem and should be commended for their proactive approach to the very daunting challenge of rising refuse disposal costs.

New PA Trade Office Opening in Vietnam

Effective May 1, PA’s Trade Office in Ho Chi Minh City, Vietnam will be open.  Ms. Giang (pronounced “Yang”) Ngoc Nguyen has been selected to represent Pennsylvania’s trade interests. The Reps in Vietnam, Czech Republic, and Saudi Arabia are part of the World Trade PA Emerging Markets Program. Two additional offices are slated for opening in Doha, Qatar, and Moscow, Russia in the coming months.  Please contact us for additional information on these and other international markets.
