About the LTAP Program

The PennDOT Local Technical Assistance Program (LTAP) has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983.  Services available through LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and information materials, and newsletters.  These services are available to all municipalities in the state and are provided at little or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others (consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

State Transportation Commission (STC) Public Hearing is scheduled for September 7, 2007 at the Carbon County Courthouse, Jim Thorpe. Every two years, the STC conducts public hearings in various parts of the state to gather input for the development of an update to the Transportation Improvement Program (TIP).

The public hearings present an opportunity for the public to present written and/or oral testimony relative to transportation needs, which may be project specific, issue-oriented or both.  Written testimony is the preferred method, however, if an individual is interested in presenting oral testimony, arrangements must be made for a time slot (comprised of no more than five minutes).

The STC Hearing Guidelines brochure and the electronic project abstract form can be accessed on the PennDOT website at http://www.dot.state.pa.us/Penndot/Bureaus/cpdm/prod/2009_Abstract_prod.nsf/mainFrame?OpenFrameSet  Click on "STC Hearing Map."

Please contact Kurt R. Bauman at 570-655-5581, ext. 237 with any questions regarding this process.
