About the LTAP
Program
The PennDOT Local Technical Assistance Program (LTAP)
has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983. Services available through
LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and
information materials and newsletters. These services are available to all municipalities in the state and are provided at little
or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies.
Others (consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

Clinic
Research sponsored by the Rubber Manufacturers Association
(RMA) shows that only 19% of drivers properly check their tires. For this reason, a Free Tire Safety Clinic was held for the public at Jack Williams
Tire, Dickson City during National Tire Safety Week. Motorists received free tire checks for proper inflation and wear, a free tire air pressure
gauge and tread depth gauge and obtained tips on proper tire care and maintenance. Representatives from the sponsoring organizations were present to
answer questions.

Robert T. Kelly, Jr., Partner, Myers, Brier & Kelly, LLP, Scranton, PA is the Keynote Speaker for this year’s
Community Awards Program. Mr. Kelly is one of the five Trustees for the Harry & Jeanette Weinberg Foundation (http://www.hjweinbergfoundation.org/index.htm) which is one of the largest
foundations in the United States. The Foundation has over $2 billion in assets and they funded 400 grant applications in 2005 totaling $98
million.
Mr. Kelly, a graduate of the
University of Pennsylvania’s Wharton School and Villanova University School of Law, offers The
Weinberg Foundation insight into both law and economics. He also holds a Master of Laws
Degree in Taxation. Mr. Kelly is a partner in the Scranton law firm of Myers, Brier & Kelly, LLP, where his practice focuses on tax-oriented transactional planning for individuals
and closely-held business entities. He has counseled a wide variety of tax exempt entities in organizational and operational matters. Prior to entering law school, Mr. Kelly spent several years as a Certified Public Accountant, advising
entrepreneurial and non-profit clients. His experience as an advisor to and director of numerous health care providers, educational institutions,
social service agencies and private foundations affords him an in-depth understanding of
the increasingly complex charitable and philanthropic environment.
A resident of Clarks Green, PA, Mr. Kelly currently serves on the Board
of Directors of Citizens Savings Bank and The Scranton Lackawanna Industrial Building
Company.

PA SOURCENET PROGRAM
PA Sourcenet is a system designed to bring buyers together with Pennsylvania suppliers of products and/or
services. NEPA is the regional site administrator for this free service within its seven county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne. This system uses information provided by a company representative to ensure
accuracy and to maintain qualified and reliable leads. Since its inception in 1995, thousands of Pennsylvania businesses have enrolled in PA Sourcenet and have found new purchasing

Northeastern Pennsylvania Electronics Industry-Education Partnership to Showcase Successes of the Partnership with
“A Year in Review”
It has been one year since the Luzerne/Schuylkill Workforce
Investment Board received a $150,000 Industry Partnership Grant from the PA Department of Labor to create a regional Electronics Industry Partnership
in collaboration with the Lackawanna, Pocono Counties and Northern Tier Workforce
Investment Boards. This 12 county partnership expanded the existing efforts of the Northeastern Pennsylvania Alliance led Tobyhanna
Training Consortium.
Bringing together additional industry participation to
address workforce development needs has been the primary focus of this partnership. The Partnership's overall mission is to align economic and
workforce development programs to meet the skill needs of businesses, the career goals of workers and to develop, attract and retain quality
employees and employers in Northeast Pennsylvania. The Partnership's strategy has concentrated on public awareness and career pathway programs to ensure the workforce pipeline
to electronics occupations are filled based on industry demand.
The aggregated training needs of existing workers will be
addressed through the July submission of a $400,000 Industry Partnership Worker Training Grant. To showcase the successes of the partnership, a
Report to the Community: “A Year in Review” will be held on Thursday, May 24, 2007 at 10:00 a.m. at Genetti Hotel and Convention
Center, Wilkes-Barre.
