New Charter Center CEO, James Merriman IV, Starts in September

 

James D. Merriman IV has been named Chief Executive Officer of the New York City Center for Charter School Excellence. Prior to his appointment as the Center's CEO, James Merriman served as Senior Program Officer for the Walton Family Foundation where he helped develop strategies and set priorities for the foundation's funding of charter schools and other charter-support organizations.

 

Most notably, Merriman is the former Executive Director of the Charter Schools Institute of the State University of New York (SUNY), the nation's second-largest university-affiliated authorizer of public charter schools.

 

In a statement last week Merriman described his appointment by the Center's Board of Directors as a "tremendous opportunity and honor."

 

"As an authorizer, I stood for quality and high student achievement. As head of the Center, my goal will be to provide support and services to public charter schools that help them in their quest to meet the high bar they set for themselves. I look forward to working with school leaders and being part of an organization that is thoroughly committed to pushing academic excellence and supporting charter schools as viable public school alternatives serving the city's neediest communities," said Merriman.

 

James Merriman's term as CEO begins on September 17.

   

Aggregate Report on Hoxby Study to be Posted Online Tomorrow

The aggregate report on the first year of the Caroline Hoxby study of New York City public charter schools is scheduled to be posted online Wednesday, July 25. This report excludes information on individual charter schools. By now, charter schools participating in the study should have received their individual reports. If a school wishes to publicize its report, we ask that they wait until after the August 1 embargo date. The aggregate report and a technical version with statistical methodologies will be posted online at:

OPERATIONS NEWS

   

Statistician Available to Answer Cohort Analysis Questions
The Center will make statistician Fred Smith available on Wednesday, July 25, from 10 am to 2 pm, for questions on the cohort analysis spreadsheet he distributed during his July 16 presentation. Fred will answer questions on analyzing and calculating student data. He can be reached at 718-437-5659. 

 

 

New Audit of Charter School Performance - What does this mean for you?
The Office of the New York State Comptroller (OSC) will conduct a performance audit of all NYC charter schools. The findings of this audit will be a public document on the OSC Web site and available for authorizers, parents, funders, and other stakeholders to view. This audit differs from the Internal Controls Audit triggered by the Roslyn School District catastrophe. It will look at the following from school year's 2005-2006 and 2006-2007:

  • School's charter and/or renewal
  • Annual Report
  • State and other test scores
  • Student waitlist names for 05-07
  • Admissions and lottery procedures
  • ELL and IEP student information
  • Types of assessment tools used to determine academic performance
  • Names of suspended and drop out students

OSC has already requested most of this information from DOE-authorized schools and is expected to seek the same information from SUNY and SED-authorized schools at the beginning of next year. We encourage school leaders to document all communication with the OSC auditors, including all requests made of the school. 

 

 

Editorial Comment By COO Dirk Tillotson: Frederick Douglass once said, "[F]ind out just what any people will quietly submit to and you have the exact measure of the injustice and wrong which will be imposed on them." In that spirit, I think this move, along with the increasing regulatory creep, is something that we all need to watch and, where appropriate, fight against.

 

While we all should recognize our accountability for public funds and also our duty to equitably serve all students, particularly the least advantaged, to have one more, arguably ill-equipped, evaluator drawing administrative time and resources from school personnel is a bit much.

The Center is committed to working with OSC and schools to facilitate this audit process and to minimize school resources expended. However, it is incumbent upon us as a community to help shape the scope of the audit and where appropriate resist efforts that undermine our ability to ultimately run high-quality schools.

The Center along with CEI-PEA will be coordinating a conference call to assist schools in understanding the audit process, our rights, and providing support to schools to complete their regulatory requirements efficiently. DOE schools should look for more details on the call in the coming week.

NCLB Consolidated Application - August 9th Conference Call
Jon Moscow of Sterner-Moscow Partnership will be made available to provide technical assistance on the 2007 NCLB Consolidated Application due August 31. A conference call will be hosted by Jon on Thursday, August 9 at 10 AM to go over the application process. Please download and read the application before participating in the call. Launch of Children First Network - Project for potential help with Shared Space Issues
The New York City Department of Education (DOE) together with the Empowerment School Office is piloting a project called the Children First Network (CFN). The purpose of this pilot is to explore a method to deliver back-office support services to schools in a new way and has the full support of the Chancellor. The goal of this project is to save money for schools and/or increase levels of service and satisfaction in all aspects of school operations. School leaders looking for support services similar to those offered by a Charter Management Organization at NO cost to the school may find this a great fit.

 

Twenty-one charter schools are already involved. Schools involved in the pilot have a dedicated team of 12 professionals on the CFN team to assist them in integrating front and back-office services (human resources and budget, special education, suspensions and safety, food and transportation, youth development and health, etc.). For example, one charter school participating in the pilot (that by its own request, operates on a mostly self-sufficient basis) has requested additional help targeting facilities and custodial issues.

 

Given that some charter school principals in shared space environments with DOE have difficulty initiating building councils that work effectively, a charter school in the CFN network would have access to additional facilities assistance and support in negotiating these issues with the other schools in the building. The CFN team has two veteran principals with extensive experience negotiating shared space and a full-time facilities/custodial person that will be able to assist in this area. Pilot schools will also have the opportunity to participate in privately funded initiatives around building operational capacity within the schools.

Charter School Baseline Visits

As part of the Center's efforts to assist charter schools achieve academic and operational excellence, the Charter Center offers Baseline Visits to all NYC charter schools.

 

What is the Baseline Visit all about?
During our visit, we collect qualitative and quantitative data throughout a school, analyze it with the active participation of the school leaders, facilitate "big picture" and/or targeted strategizing sessions, and provide support towards next steps. 

 

What is the end product of this baseline visit?
The end product for the school leader is perspective of the school program and operations marked by specific recommendations that are digestible and actionable in four-month increments. The visit pushes school leaders to focus on four to five specific improvements at a time to really effect positive change.

 

So far, we have completed more than 20 Baseline Visits and have had tremendous results. Find out what these schools have already learned: that focused and reflective feedback is a gateway to school-wide excellence! If you are interested, please contact the following:

Statement on Auditing Standards Webinar

Goldstein Golub Kessler (GGK) and Fiscal Management Associates (FMA) are holding a free Webinar on "Being Prepared for Your Audit: The Impact of Statement on Auditing Standards No. 112 (SAS 112)" on Wednesday, August 15, from 2:00 p.m. - 4:00 p.m.

 

SAS 112 significantly raises the standards required by charter schools as you prepare your 2007 financial statements and increases the likelihood of significant internal control deficiencies being identified. Financial managers, school leaders and board members are all invited to participate.  This presentation will equip you with the practical knowledge needed to respond to the regulatory challenges created by SAS 112.  Presenters include GGK Partners Ian Benjamin and Adam Reiss, and FMA Managing Director Hilda Polanco.

Recruitment at DOE Job Fairs
The Center is participating in this year's series of DOE Job Fairs. Five tables per fair allowing for a maximum of ten schools/EMOs/CMOs will be available at each fair for the school leader/designee to briefly meet candidates, schedule follow up school visits and provide informational brochures about their school.

Important deadlines for SUNY schools
For all existing SUNY Authorized charter schools, several important due dates are coming up:

  • 2006-07 Annual Report: Including requirements from SED, as well as an Accountability Plan Progress Report, is due August 1st.  New annual reporting guidelines have been posted on the Institute's Web site, http://www.newyorkcharters.org.
  • Applications for initial and subsequent renewal are due August 15th. Please see the Institute's new second edition of the Charter Renewal Handbook, also available on the Web site, for applications and resources.

 

Recruitment and Retention - Exit Survey Templates
The Center has launched several exit survey templates designed to assist school leaders in creating more effective recruitment and retention strategies. The goal is to assist schools in gathering information that may shed some light on why teachers and staff members leave schools, and how best to retain them.

 

In response to numerous requests from school leaders for help on this issue, the Center recruited a statistician to design exit survey templates for teachers, administrators and school operations staff. Schools have the option of sending completed surveys back to us for analysis, or keeping them for internal purposes. The Center will send back detailed reports on all returned surveys with statistics that will hopefully assist schools in recruiting and retaining quality personnel. All survey responses are entirely confidential.

Survey Documents are available electronically via the Charter Portal. Make sure that the surveys are distributed to the applicable audience (teachers, operations specialists, or school leaders) and reach those who are leaving the school now, during the summer, or have left within the past school year. Workshop for School Leaders and/or Directors of Operations

Topic:  Certification and NCLB's Highly Qualified Requirements

August 8 (4:30-6:30pm)

 

Caryl Cohen, the Center's Certification Consultant, will review certification requirements, the NYS Interstate Compact for reciprocity and the No Child Left Behind (NCLB) check lists to help you determine if your school staff meets the "highly qualified" criteria. Learn the basics so that your school can be in compliance with federal and state laws.

 

This interactive presentation is open to school leaders and/or operations staff that deal with certification and related NCLB compliance for teachers and teaching assistants. Following an interactive presentation, workshop participants will be given an opportunity to ask questions.  Please respond to Caryl Cohen at ccohen@nycchartercenter.org no later than August 3 if you are planning to attend.

   

 

Teacher Certification Workshops for Current and Prospective Teachers

August 9 (5pm - 8pm) and August 14 (5pm - 8pm)

 

To assist charter schools to comply with state and federal laws regarding certification, the Charter Center would like to remind current and prospective uncertified teachers about the Summer Certification Workshops for teachers and teaching assistants.  They will be held on Thursday, August 9 from from 5:00 - 8:00 pm and Tuesday, August 14 from 5-8pm, since many teachers are not available on Saturdays/Sundays during the summer.

 

Current and prospective uncertified teachers and teacher assistants, as well as teachers from out-of-state who need assistance with the New York State certification process, are encouraged to register for this workshop. The workshop will take place at the NYC Center for Charter School Excellence.   

 

Please share this announcement with current and prospective hires and advise them that they need to register in advance by emailing Caryl Cohen no later than August 6.  They must include the name of their charter school in the email. All questions should be directed to Caryl Cohen at ccohen@nycchartercenter.org.

  • Exit Survey Documents
    • The templates for each category (Teachers, School Leaders, and Operation Specialists) are available for download in the Documents Library in a folder called "Exit Survey Templates." Each grouping of templates has a cover letter with both close-ended and open-ended components in order to give schools comprehensive human resources feedback.
    • PART ONE: Please print or email the cover letter and Part One (close-ended portions) to staff members who are leaving or have left your charter school within the past year. The Center will provide those schools who have completed the surveys with a complete report including an overview, statistics and helpful information for recruitment and retention efforts.

Center Staff Updates
In addition to the appointment of James Merriman as the new CEO, the Center would also like to announce some additional staff updates.

  • Tony Lopez continues to work part-time on Center-related projects, but will be devoting more time to the planning and development of the Aprendes Foundation. For more information, please visit the Web site, http://www.aprendesnyc.org/
  • After more than two years as Vice President of Grantmaking and Strategic Planning, Chris Pendry has announced plans to move on as well.
  • Two of the Center's Directors have begun work with new charter school planning teams.
    • Jessica Nauiokas, former Director of School Development, is now part of the Mott Haven Charter School planning team.
    • While still working on a part-time basis with the Center, Director of Quality and School Assessment Heather Caudill, has joined Andrea Zayas (formerly of NYC Department of Education) to start up La Cima Charter School.

 
Center awards Effective Practices Grants
In July 2007, the NYC Center for Charter School Excellence awarded Effective Practice Grants for up to $10,000 to twelve NYC charter schools. These grants were established by the Center to help charter schools implement and share innovative or proven practices to improve student learning and achievement. Each charter school receiving a grant is committed to sharing with other interested charter schools. School leaders will provide details on the practice, lessons learned and outcomes as a result of receiving these grants.

Beginning with Children Charter School: Funding will support a Teacher Assessment and Evaluation Technology Upgrade Initiative (the Austin Sky Technology's Mobile Principle Platform) to document on a high quality teaching and fast tracking of teacher impact on student achievement, fostering the use of data-based strategies to help teachers' plan and evaluate professional growth goals and performance.

Bronx Charter School for the Arts: Funding will support the work of a consultant to improve the quality of instruction and student assessment by providing one on one and collective training to improve the supervision and support of teachers and instruction.

Bronx Charter School for Excellence:  Funding will support the implementation of a professional development practice, "Japanese Lesson Study" to improve the quality of teaching and assessment. This program seeks to create a learning environment that promotes self-reflection, content mastery and collaborative lesson study and research through planning, teaching, observing, analyzing and critiquing lessons to improve student learning and achievement.  

Community Partnership Charter School: Funding will support the implementation of a school-wide professional development program to provide quality instruction for special needs students through the Students Attuned Program.

Community Roots Charter School: Funding will support the work of teachers and a math consultant to design the format, content and grading system for interim math assessments to track student achievement, guide curriculum development and instruction for K-2nd grade in mathematical thinking, fluency with math skills and problem solving.

Future Leaders Institute: Funding will support the implementation of the Responsive Classroom and Origins Program (on-site professional development to increase quality and consistency of teaching and student management school-wide to strengthen school culture and academic performance.

Girls Preparatory Charter School: Funding will support coaching and leadership development.

Harlem Link Charter School: Funding will support the improvement of the school's Summer Institute Program (school-wide curricular and professional development tool) by developing 2007-08 organizational goals and priorities that include workshops on school-wide systems and routines, differentiated instruction and co-teaching, and assessment calendar.

KIPP NYC: Funding will support a Curriculum Sharing Management System (teacher sharing through Microsoft SharePoint 2007 site for organizing materials and effective practices). This system provides for cross-indexing, searching, cooperative authorship and greater accessibility and reliability for teachers to document and organize curriculum and teaching materials.

Leadership Prep Charter School: Funding will support the school's creation of a grade team/grade team chair structure to improve teacher instruction and supervision. The grade team chair(s) will serve as mentors, facilitators, and leaders for other teachers on their grade level to increase the frequency and depth of sharing effective instructional techniques, offering collaborative assessment reviews on data-driven instruction, and mentoring support to less experienced teachers.

NY Center for Autism: Funding will support the school's intensive Family and Home Consultation Program to support families through generalizing skills learned at school to the home and community environments, to increase family participation in the student's education and  to assist students in becoming functioning members of the community.

Renaissance Charter School: Funding will support the improvement and sharing of the school's Wiki Technology Program (Web site), engaging students, parents and teachers in an interactive extension of the classroom that will primarily benefit at-risk-students targeted through Individual Academic Plan (IAP) model. This program provides differentiated instruction through the Wiki-based curriculum allowing students to participate in way that fits their strengths and learning styles. All students this year will have a private IAP site developed on an internal Wiki, accessible to teachers, administrators and other staff to monitor the individual student's overall progress towards their goals and to collaborate in implementing the IAP plan.
