About the LTAP
Program
The PennDOT Local Technical Assistance Program (LTAP)
has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983. Services available through
LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and
information materials, and newsletters. These services are available to all municipalities in the state and are provided at little
or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others
(consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

PA SOURCENET PROGRAM PA Sourcenet is a system designed to bring buyers together with Pennsylvania suppliers of products and/or services. NEPA is the regional site
administrator for this free service within its seven county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne. This system uses information provided by a company representative to ensure
accuracy and to maintain qualified and reliable leads. Since its inception in 1995, thousands of Pennsylvania businesses have enrolled in PA Sourcenet and have found new purchasing
and sales opportunities. PA Sourcenet is a program of the Team Pennsylvania Foundation, the Pennsylvania Department of Community and Economic
Development and the seven Pennsylvania Local Development Districts (LDDs).

Low
Interest Loan Funds Available for Tourism Related Enterprises
NEPA Alliance is offering low interest loans to assist tourism related
activities in Northeastern Pennsylvania. These funds are available, through
the First Industries Program, to tourism related enterprises to promote and encourage individuals to travel to a location within Pennsylvania.
Eligible organizations and businesses can borrow up to $200,000 or 40% of the
project's cost at an interest rate of 5.0%, which is fixed throughout the loan term. Loan proceeds can be used for machinery and/or equipment
purchases, working capital needs and facility renovations. Additionally, funds must be used to create or retain at least one full time job for
$25,000 within three years from the closing date. Working capital loans are limited to $100,000.
NEPA offers a variety of business assistance programs and services to most businesses throughout the seven county service
area, including Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne counties.

NCAC Workshop: "Finding the Funding & Grant Writing
Basics" NEPA Alliance and the Northeastern Pennsylvania
Nonprofit & Community Assistance Center (NCAC) are sponsoring a FREE grant
seeking & grant writing seminar on Thursday, May 10 , 2007
from 1:00 PM to 4:30 PM (Registration begins at 12:30pm) at NEPA Alliance, 1151 Oak
Street, Pittston, PA 18640, Luzerne County. This seminar is intended to introduce the basics as well as the nuances of effective grant
preparation and submission strategies. Participation in this seminar offers an opportunity to learn new approaches in grant
writing and how to increase your chances of getting funded. Additionally, the participants will learn how to research and
identify eligible private and government funding sources through a variety of websites and online tools, including the Foundation
Center's Online Directory. The seminar will be presented by Kurt
Bauman, NEPA Alliance. Light refreshments will be served. Registration

NEPA RPO TIP
NEPA and the Northeastern Pennsylvania Rural Transportation
Planning Organization (NPRTPO) Committee has distributed for public review the following documents: 2007-2010 Transportation Improvement Program
(TIP) including highway, bridge and transit program listings, TIP administrative procedures, air quality conformity analysis determination,
individual project description sheets and environmental justice analysis determination. These documents concern previously approved highway, bridge
and transit projects for Carbon, Monroe, Pike, Schuylkill and Wayne Counties, for the remainder of the four-year TIP, which became
effective on October 1, 2006. The TIP will be available for public review from February 21, 2007 through 10:00 AM on

March is Irish-American Heritage Month and St. Patrick’s Day
is March 17th
Originally a religious holiday to honor St. Patrick, who introduced
Christianity to Ireland in the
fifth century, St. Patrick's Day has evolved into a celebration for all things Irish. The world's first St. Patrick's Day parade occurred on March 17, 1762 in New York City featuring Irish soldiers serving in the English military. President
Truman attended the parade in 1948, a proud moment for the many Irish whose ancestors had to fight stereotypes and prejudice to find acceptance in
America. Congress proclaimed
March as Irish-American Heritage Month in 1995 and the President issues a proclamation each year.

PENNSYLVANIA HARDWOODS DEVELOPMENT COUNCIL EVENTS
AWFS 2007: Las Vegas, July 18-21
The PA Hardwoods Development Council has only one spot
remaining in the PA Pavilion at AWFS. Each company will have approximately 3’x6’ of vertical wall space with an
adjustable shelf. At the center of the booth will be a private office for all the companies to use and storage.
You will provide display materials or products for your space. The Council will provide information to do a consolidated
shipment to the show and cost will be shared by participants based on weight.
Hardwood Mission to India:
September 19-29, 2007
The mission will visit Delhi, Mumbai and Bangalore/Mysore. Each city will include site
visits, educational seminars, one-on-one business meetings and a free day for personalized business development. The cost is $400,
plus airfare, hotels, meals and costs related to the free days for personalized business development and/or sightseeing.
