 About the LTAP Program

The PennDOT Local Technical Assistance Program (LTAP) has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983.  Services available through LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and information materials and newsletters.  These services are available to all municipalities in the state and are provided at little or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others (consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

PA SOURCENET PROGRAM

PA Sourcenet is a system designed to bring buyers together with Pennsylvania suppliers of products and/or services. NEPA is the regional site administrator for this free service within its seven county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne. This system uses information provided by a company representative to ensure accuracy and to maintain qualified and reliable leads. Since its inception in 1995, thousands of Pennsylvania businesses have enrolled in PA Sourcenet and have found new purchasing and sales opportunities. PA Sourcenet is a program of the Team Pennsylvania Foundation, the Pennsylvania Department of Community and Economic Development and the seven Pennsylvania Local Development Districts (LDDs).

SMALL BUSINESS FIRST LOAN PROGRAM                                                                                                                    Eligible businesses include For-Profit Manufacturing, Industrial, Agricultural Enterprise, Agricultural Producer, Child-Day Enterprise, Computer-Related Services, Construction Enterprises, Defense Conversion, Hospitality Enterprises, Industrial, Manufacturing, Recycling, Research & Development.  To be eligible, businesses must have less than 100 employees worldwide at the time of application. The hospitality and construction industry sectors may need to posess or provide additional pre-qualifying criteria required for loan application.

The maximum amount of funds from this program is 40% of a project or $200,000 (whichever is less). Working Capital Loans are capped at $100,000 or 40% of the total project costs. Loan proceeds may be applied to land and building, machinery and equipment or working capital. The interest rate on this loan program is below the market rate. The current interest rate is a fixed rate of 5% over the life of the loan. The repayment duration for real estate is up to 15 years, machinery and equipment is up to 10 years and working capital is up to 3 years.

Matching Funds - Allows land and building as well as machinery and equipment purchases made within a 12 month period prior to the filing of an application to be eligible as the private match towards an SBF loan. 
One permanent job must be created per $25,000 NEPA dollars loaned. The project must be located within the seven Pennsylvania counties of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne.

Municipal Technology Assistance Program (MTAP) Bulk Rate Purchase Offer

Unfortunately, due to overwhelming demand, the Northeastern Pennsylvania Alliance (NEPA) exhausted funding allocated for the Municipal Technology Assistance Program (MTAP) Computer Bulk Rate Purchase Offer, including website and internet grants.  Accordingly, NEPA had to close this offer prior to the February 23, 2007 deadline.

NCAC 2007 Community Awards Program Nomination Application is Now Available
The nomination application is available on NEPA's website at http://www.nepa-alliance.org/2007%20CA%20Application-Final2.pdf  Applications are due April 13, 2007.
The NCAC Community Awards highlight programs and projects that are making a positive impact on the communities in Northeastern Pennsylvania. Entries may be submitted by non-profit organizations, political subdivisions, chambers of commerce, industrial development groups, school districts, colleges or universities, social clubs, business or industry, media organizations and other organizations involved in community improvement. Organizations do not need to be a 501(c)3 nonprofit.
