About the LTAP
Program
The PennDOT Local Technical Assistance Program (LTAP)
has been serving Pennsylvania’s municipalities with transportation road maintenance and safety training since 1983. Services available through
LTAP include workshop training, on-site technical assistance, updates on the latest technologies and innovations, field demonstrations, library and
information materials, and newsletters. These services are available to all municipalities in the state and are provided at little
or no cost to the user. All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others
(consultants, engineers, developers, homeowners associations) interested can register based on classroom availability.

The Impact of EPAct - Learn How to Increase Energy
Efficiency in your Business
On August 8, 2005, the Energy Policy Act of 2005 was signed
into law. This landmark piece of legislation represents the most significant overhaul of the nation's energy policy since EPAct 1992 mandated the
phased elimination of several of the most commonly produced types of fluorescent and incandescent lamps and triggered deregulation of the electric
power industry. The main goals of EPAct 2005 are to promote energy efficiency and conservation while supporting an increase in domestic energy
production, including energy from renewable resources. EPAct 2005 includes a number of energy conservation provisions which are significant for
the lighting industry. The provisions allow for attractive tax deductions of up to $1.80 per square foot for commercial building owners who invest in
energy efficient building systems.
NEPA and Pollution Prevention/Energy Efficiency Roundtable
have partnered with Schaedler Yesco to provide an informational seminar on the impact of various energy related regulations and incentive programs to
businesses in Northeastern Pennsylvania. This free seminar includes lunch
and will be held on February 15, 2007 from 9:00am-2:00pm (Registration begins at 8:30am) at the Woodlands Inn & Resort, 1073 Highway

SMALL BUSINESS FIRST LOAN
PROGRAM
Eligible businesses include For-Profit Manufacturing, Industrial, Agricultural Enterprise, Agricultural
Producer, Child-Day Enterprise, Computer-Related Services, Construction Enterprises, Defense Conversion, Hospitality Enterprises, Industrial,
Manufacturing, Recycling, Research & Development. Businesses must have less than 100 employees worldwide
at the time of application to be eligible. The hospitality and construction industry sectors may need to posess
or provide additional pre-qualifying criteria required for loan application.
The maximum amount of funds from this program is 40% of a project or $200,000 (whichever is less). Working Capital
Loans are capped at $100,000 or 40% of the total project costs. Loan proceeds may be applied to land and
building, machinery and equipment or working capital. The interest rate on this loan program is below the market
rate. The current interest rate is a fixed rate of 5% over the life of the loan. The repayment
duration for real estate is up to 15 years, machinery and equipment is up to 10 years and working capital is up to 3 years.
Matching Funds -
Allows land and building as well as machinery and equipment purchases made within a 12 month period prior to the filing of an application to be
eligible as the private match towards an SBF loan. One permanent job must be created per $25,000 NEPA
dollars loaned. The project must be located within the seven Pennsylvania counties of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne.
