About the LTAP Program
The PennDOT Local Technical Assistance Program (LTAP) has been serving Pennsylvania’s municipalities with
transportation road maintenance and safety training since 1983. Services available through LTAP include workshop training, on-site
technical assistance, updates on the latest technologies and innovations, field demonstrations, library and information materials and
newsletters. These services are available to all municipalities in the state and are provided at little or no cost to the user.
All LTAP training workshops are free to all employees of municipalities, counties, government authorities and agencies. Others (consultants,
engineers, developers, homeowners associations) interested can register based on classroom availability.

The Impact of EPAct - Learn How to Increase Energy
Efficiency in your Business
NEPA and Pollution Prevention/Energy Efficiency Roundtable
have partnered with Schaedler Yesco to provide an informational seminar on the impact of various energy related regulations and incentive programs to
businesses in Northeastern Pennsylvania. This free seminar includes lunch

Low Interest Loan Funds Available
For
Production Agricultural
Related Enterprises
The Northeastern Pennsylvania Alliance (NEPA) is offering low interest
loans to production agricultural related enterprises in Northeastern
Pennsylvania. These funds are available through the First Industries
Program administered through the Small Business First Loan Program.
Production agriculture enterprises must have 100 or fewer employees
worldwide at the time of application to be eligible for First Industries funds. An eligible enterprise must be engaged in one of
the following activities: production agriculture, which is the production of farm commodities or farming and includes agricultural, horticultural,
aqua cultural, vegetable, fruit and floricultural products; livestock and meats; wools; hides; furs; poultry and eggs; dairy products; nuts;
mushrooms; honey products and forest products.
Eligible businesses also include agri-business (food processing), farm
commodities, wholesalers, urban and rural supermarkets located in underserved areas, farmers markets and energy-related activities impacting
production agriculture or agri-business and businesses which implement best management practices related to agricultural waste, waste products and
by-products or fertilizer.
Eligible businesses can borrow up to $200,000 or 50% of the project costs
at a fixed interest rate of 3.25%. Loan proceeds can be used for land acquisition and building acquisition, renovations or
construction, purchase of machinery and equipment and working capital. Working capital is limited to $100,000 or 50% of project
costs, whichever is less.
A project involving a farmer or business whose land is enrolled in a farm
land preservation program or any Agricultural Security Area (ASA) or a project involving urban and rural supermarkets may receive a 1% reduction in
the interest rate normally assessed.
NEPA offers a variety of business assistance programs and services to
businesses throughout its seven county service area, including Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill, and Wayne counties.

Computer/Internet Security Workshops for Local Governments
The Northeastern Pennsylvania Alliance (NEPA) has partnered with
Northampton Community College (NCC) to offer computer/internet security workshops exclusively for local governments within NEPA’s service
region consisting of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne
counties. Classes are subsidized in part by the Commonwealth of Pennsylvania, through the Municipal Technology Assistance Program (MTAP) to ensure municipal employees have the latest and most
up-to-date knowledge of computer system software and applications.
The workshops will be facilitated by a professional instructor from
NCC’s Business and Technology division and focus on computer and internet security information important to government
employees. As a special bonus, NEPA will provide participants of these computer/internet security workshops a FREE
copy of Norton Internet Security 2007 for installation on official government computers.
