Barrett and Gaddis to Present at the 2006 PTAC EXPO Robert Barrett, DoD TechMatch Program Manager and John
Gaddis, DoD TechMatch Business Operations Manager, both from the West Virginia High Technology Consortium Foundation, will present "Locating Small
Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) Opportunities Using DoD TechMatch" at the 2006 PTAC EXPO on April
26, 2006 at the Woodlands Inn & Resort, Wilkes-Barre. This workshop is designed to teach small businesses and academia how to use DoD TechMatch to
find national research and development opportunities within the Navy, Army and Air Force based on the business's capabilities. In addition, DoD
TechMatch can help you locate technology transfer opportunities, licensable patents and other information available on nearly 120 Department of
Defense Labs located across the United States. The Department of Defense can also evaluate and develop technologies, provide testing grounds for

Focus 81, PennDOT & Jack Williams Tire to Host Tire Safety Event
Focus 81, in collaboration with PennDOT and Jack Williams Tire will be hosting a Tire Safety Event on Tuesday, April 25, 2006
at the Wyoming Valley Mall, Wilkes-Barre. Representatives from Focus 81, PennDOT and Jack Williams Tire will be available from 10:00am - 2:00pm to
demonstrate the importance of tire maintenance and safety procedures. Visit our Tire Safety Station in the center of the mall to learn a few easy

accepting applications for the 2006 NCAC Community Awards.
The
NCAC Community Awards highlight the programs and projects that are
making a positive impact on the communities in Northeastern
Pennsylvania. Entries may be submitted by non-profit organizations
political
subdivisions, chambers of commerce, industrial development groups,
school districts, colleges or universities, social clubs, business or
industry,
media organizations and other organizations involved in community
improvement. Applicants do not need to be a 501(c)3 nonprofit
organization. The 2006 NCAC Community Awards Program will be
held at the Woodlands Inn & Resort on Wednesday, June 7, 2006 with
cocktails

Joe Grieger to
Present at the Public Policy Seminar
Lobbying
by 501(c)(3) nonprofits is a powerful strategy for making people's
lives better and for
building stronger communities. Sometimes when people hear the word
lobbying, they say, "It's illegal for nonprofits to do", "Lobbying is
for
organizations with lots of money" or "Lobbying is for experts who are
paid to know the process and have access". These statements are among
the many
myths about lobbying. This seminar will address the myths about what
charities can and cannot do in the public policy arena and equip the
participants with strategies on how to engage in effective lobbying
practices. Participants will also learn details about existing
legislation in
Harrisburg and Washington that might globally affect charities. The
interactive culture of the class will allow each participant to walk
away with
the information they need to lobby.
NEPA Alliance Presents Plymouth Township with Act
47
Loan
Representatives
from NEPA Alliance recently presented a check to Plymouth Township for
their Act 47 Distressed Municipality Loan, as
provided by the Pennsylvania Governor's Center for Local Government
Services. Act 47 is Pennsylvania's law to help financially distressed
municipalities. Pennsylvania Community and Economic Development
Secretary, Dennis Yablonsky, designated Plymouth Township, Luzerne
County as
"financially distressed" in 2004. According to Jeffrey Box, NEPA Acting
President & CEO, "Act 47 is a program of fiscal management,
oversight,
technical assistance, planning and financial aid to municipalities
experiencing severe fiscal distress. NEPA is proud to partner with the
Commonwealth and Plymouth Township to assist in this project".
Blue Ribbon Task Force Holds Meeting
The
Blue Ribbon Task Force (BRTF) recently held a
meeting to discuss ongoing initiatives, the future of the BRAC
processes and the Blue Ribbon Task Force. Paul Canevari, NEPA Alliance
Board Chairman
stated, "The Blue Ribbon Task Force (BRTF), originally organized by the
Northeastern Pennsylvania Alliance, has been providing community
support for
Tobyhanna Army Depot since 1992. The Task Force was at the forefront of
the base closure process by holding news conferences, scheduling tours,
raising money, developing the Tobyhanna Training Consortium and holding
meetings to keep community leaders informed of the BRAC process. The
BRTF
placed its focus on highlighting Tobyhanna's military value and joint
service work as its greatest strengths". Jeffrey Box, NEPA Alliance
Acting
President & CEO stated, "In May 2005, the hard work and dedication
of the BRTF culminated when the Defense Department recommended
retention,
expansion and transfer of new work from four other defense facilities
to Tobyhanna. The BRTF is now working to help ensure a smooth
transition of
work and personnel as they transfer to Northeastern Pennsylvania".

Bella Pizza Receives $40,000 in
Loan Funds
Bella
Pizza, a sole
proprietorship located in the City of Scranton, has received $40,000 in
loan funds for equipment purchases and renovations. Established in
1973,
Bella Pizza has been owned and operated by Thomas F. Miner since 1992.
Recently, the company has relocated to a new location on Pittston Ave
in Scranton where they have expanded their business to in-house
dining. Pizza Bella expects to create two full time and provide
three
additional part time job opportunities at the new location.

Interest Rates on NEPA Business Loan
Programs

Attractive
Despite
an upward trend in the prime lending rate, the interest rate on
business loans from the Northeastern Pennsylvania
Alliance have remained fixed and substantially below commercial rates.
NEPA makes financing available to businesses that are starting or
expanding
their operations. NEPA loans generally range from $50,000 to $200,000
but not more than 50% of project costs. The interest rate on the NEPA
loan
programs range from 2.75% to 5% and are fixed throughout the term of
the loan. NEPA also operates a microloan program that provides loans up
to

European Unions Restriction on Hazardous Substances
Directive
If
you are an electrical or electronics industry manufacturer and do
business in Europe or make components that are
incorporated into products for sale in Europe, your products will soon
be required to comply with new European hazardous materials regulations
governing your business. These regulations, known as the Restriction on
Hazardous Substances ("RoHS") Directive, 2002/95/EC. limit the amounts
of
heavy metals and other hazardous substances - specifically lead,
hexavalent chromium, mercury, polybrominated biphenyl, cadmium and
polybrominated
diphenyl ether that may be present in electrical or electronic goods
sold in Europe. By July 1, 2006, all new electrical or elecronic
products sold
into the European Community must comply with these regulations. While
the RoHS Directive does not affect U.S. sales, the direct and indirect
costs of
the Directive on commonwealth businesses may be high since many firms
will be required to alter their production processes in order to either
sell
directly into Europe or to fulfill global sourcing and supply chain

Water Chlorination System
A
Jordanian company is in need of a water
chlorination system. This system should be a gas feed system with
manual/automatic control, with a capacity of 15kg/h, combining a
standardized
flexible design with user-selectable configurations. The gas feeders
should operate according to the indirect procedure (i.e. operating
under a
vacuum that is produced at the injector) where the metered gas, such as
chlorine gas, is dissolved in the operating water and the resultant
solution
is discharged to the point of application. For additional
