Advocacy in Action! Lobby Day and the BCERA

The 2007 IlliNOISY Advocacy delegation was successful in their lobby efforts this April in Washington, DC for NBCCF's Annual Advocacy Training Conference.  The conference consists of three days of intense training, plenary sessions, workshops and events that teach people how to become better breast cancer advocates in their own community.  On the final day, the group traveled to Capitol Hill to meet with their individual Congressional leaders and to lobby for breast cancer legislation.

One of the issues being advocated was the Breast Cancer and Environmental Research Act (S.579 /H.R. 1157).   The bill would provide the National Institute of Health $40 million a year from 2008-2012 to set up multi-institutional research centers to study the relationship between the environment and breast cancer.  Since Lobby Day on May 1st, 20 U.S. Senators have signed onto the legislation, including Illinois Senator Barack Obama, and 136 Representatives have signed on, including 9 from Illinois. Illinois Covered Update

With the Illinois General Assembly in overtime, the fate of the Governor’s health care plan, Illinois Covered, is still up in the air.  On Tuesday, May 8, Senate Bill 5 has passed 7-3 in the Senate Health Committee and is now on the Senate floor.  On Thursday, May 10, the Illinois House of Representatives held a resolution vote to show their lack of support for the Gross Receipts Tax (GRT) which is the source of funding for Illinois Covered.  The resolution was defeated 107-0, with Governor Blagojevich’s calling for all Representatives to vote no on the resolution, citing that is was too soon to jump to any conclusions on the GRT.  Alternative forms of funding have now been introduced, but other state budget issues may take precedent over Governor Blagojevich’s Illinois Covered.
